Project Server licensing and usage

Hi!

If Project Server 2010 had supported Multi-tenency this would not have been an issue, but it seem that is not possible.

So my question is, can I let part of my users use Project Server functionality (and have SP-standard, SP-Enterprise and PS CAL's), and parts use SharePoint functionality (Standard-features) and limit the CAL's for users that only use SP-features to SharePoint Server Standard?
