What is the Current Owner for a Timesheet?

Hello,

I'm setting an approval chain with 3 steps for timesheets:

Team member > Timesheet reviewer with Accept permission > Manager with Approve permission

The ULS file says : "The next approver for this timesheet (...) may not be the current owner or any previous approver for this timesheet."

So, what is the owner for a timesheet?
