Starting a few days ago we started getting random errors when attempting to check in/publish projects within PWA/PS2013
- ReportingProjectChangeMessageFailed (24006) - Queue service identity does not have enough permissions to be able to write to the project server database. Details: id='24006' name='ReportingProjectChangeMessageFailed' uid='8947b6f6-58df-e611-9a96-005056812e21' QueueMessageBody='Project UID='60d130da-58df-e611-b0b5-0050b6c0de1b'. PublishType='ProjectPublish'' Error='Queue service identity does not have enough permissions to be able to write to the project server database'.
From what we can tell so far, it seems to happen to projects that have been using a specific project template.
In addition, these errors also contain a (26000) as well

- GeneralQueueJobFailed (26000) - ReportingSummaryPublish.ReportSummaryProjectPublishMessageEx. I was hoping to get some possible direction and searching around hasn't netted much.
