The Category rule 'The Project Owner has the same RBS value as the User' work wrong?

Hello everybody

I have Project Server 2010 SP2 (+ updates of tis year) with thousands of projects and hundreds of users. There are over 30 PM's and a large RBS.

Recently I've noticed a strange in PWA Project Center. We have a view "Projects of My Department", this view has only one Category with the same name. Business goal - Lead PM must see all projects in which the owners are his colleagues. There are pair of groups in this Category and some users with custom rights. Category has a single option - "The Project Owner has the same RBS value as the User", nothing more. So, I think, this category gige us only required projects, right?

In the view Lead PM's see the project of his managers, AND some other's. When I start investigate, I found that his managers are included in the working groups of foreign projects. So, when I remove his colleague from the project's workgroup, this projects disappear from the view. When I include this PM again, the project begins to be visible in the view by Lead PM.

I tried publish the projects, remove it from Publish DB and publish again. And I check that no one of this projects haven't custom permissions for this Lead PM. Any ideas? 

Can't believe that nobody found this bug for 5 years.
