16 bits installer cannot run in Windows 2008 32 bits server

Hi to all the expects:

I am having issue to install the 16 bits software in Windows 2008 32 bits server. Initially it was tested to be ok running under root patch such as C:\ and D:\ but not into a further path. I am getting such issue when try to run the installer under D:\Program Files\...

The error as follow:-

Cannot find file "path"or one of its component). Check to ensure the path and filename are correct and that all required libraries are available.

I'd copied the same folder and tested on other server and under C: and D: root it is working fine. I'd checked the 8.3naming in registry but still failed.

Any thought?
