recreate project site after upgrade to 2013

Hi All

I am performing upgrade procedure from EPM 2010 to 2013 

I did migrate the EPM projects successfully and they are showing in the new environment  project center 

I did not migrate the share point content database , and we are planning to migrate the content using some custom tools

the issue now , I cannot recreate project sites for the migrated projects.

when I try to create project site from "Connected SharePoint Site" page , I receive error"this project already has a website associated with it"  

and when I try to delete the site "no project site exist"

I am searching for some power shell command that can force create or override the project site, with no luck so far ,

can you direct me in the write direction ?
